This is probably really the only build where it is 100% necessary. Most other (signet based builds - which is where it might be used) can take other, better skills. In all other builds energy management (IMHO) can be handled so much better by other skills.

As for Expel. I had a PUG to FoW where the ele had brought Expel... that skill alone made it possible for the 4 remaining members to clear half the Burning Forest.

I've seen some very strange ratings. Here are mine.

CORE:

Dom:
Energy Surge- 8

Decent enough, I suppose, if only for its massive area of effect. I'm not a fan of it, but in GvG it does tend to have a large pressure element (especially for pesky warders, with 4 enemy characters suddenly taking 80 damage or so).

FC:
Mantra of Recovery- 9

Honestly, this is a great Elite. One of the few Mesmer skills which can enable you to consistently shutdown multiple targets, non-stop. Hint: Backfire, Guilt, Shame and Diversion. Though an interrupter screws you up like nothing else.

Illusion:
Crippling Anguish- 7

Fairly good Elite. Decent degen coupled with devastating effect. Slowdowns in Arenas are very good. Can also be used in a Mesmer ganker in GvG.

Inspiration:
Energy Drain- 8

Excellent energy management, for Monks and Mesmers alike. It's good for Arenas, Scrimmages and to a lesser extent GvG (though you'd want Surge in GvG with something like Drain Enchant for E-Management).

None:

Echo- 5

I've always been a great fan of Echo, since I like chaining Arcane Larcenies and such. Personally, just from bias, I'd give it something like a 9, but it's not really that good of an Elite compared with the others.

PROPHECIES:

Dom:

Panic- 5

Decent enough, but you need to cover it. In any case, it'll be quirky to pull out in Arenas, but not really suitable for GvG.

Power Block- 6

Good if you can Block, then switch to another target and interrupt that target. Requires some skills to use, but can be devastating in the hands of a skilled player. I suck at interrupting (as Avarre no doubt knows), so I don't bother with this skill.

Illusion:

Fevered Dreams- 1

Right. Let's move on, shall we?

Illusionary Weaponry- 8

Good in PvE, good for a spin in Arenas, but not really suited to anything else. I'd imagine it would be hilarious in GvG with IW-way, though .

Ineptitude- 7

Good for PvE, fair in Arenas, but pretty useless in GvG. The damage boost was a huge help, bring something from near-uselessness to a decent damaging skill.

Migraine- 8

I personally hate Migraine, but it's decent enough for pressure builds, anyway. The degen is pretty much all you use it for, and the slower Guardians and such. But if you're using Migraine to interrupt...stop playing interrupt.

Inspiration:

Keystone Sig- 3

Lol. 3 because of humour factor, and the fact that it's actually decently useful in a Holy Wrath build.

Mantra of Recall- 4

Honestly I hate this skill. Very good for boon-prots, but on a Mesmer you're better off with Energy Drain. And that's the perspective I'm doing this from.

None:

Signet of Midnight- 7

It's hilarious in Arenas with Plague Sending. I managed to keep 3 Warriors blinded consistently once, with ALL of them trying hit me. I just cast Spirit of Failure and reaped in the energy while my teamates did the work. But outside of Random Arena, it's too easily removed with 15 seconds of recharge.

FACTIONS:

Dom:

Psychic Distraction- 7

Meh, decent enough. It's fairly good on an Elem with a large energy pool. Using Arcane Thievery and Larceny before hand is a good tactic.

Psychic Instability- 2

Nigh useless. It works only when their SKILL is interrupted, despite the description (I sent an email and they confirmed it).

FC:

Arcane Languor-6

Is actually decent with Arcane Echo and another Languor Mesmer, even in GvG. However, there are better skills to use. Diversion and Mantra of Recovery comes to mind.

Stolen Speed-3

Not really that useful. I've personally never used it though.

Illusion:

Recurring Insecurity-5

Good only for SB/RI spike. Otherwise, it's completely useless.

Shared Burden-7

I don't get why people give this skill such a low mark. With Mantra of Persistence and a cover hex like Suffering, it's actually decent. It lasts for around 30 seconds with Persistence, allowing it to overlap. Allows for a faster Air Elem as a runner.

Inspiration:

Lyssa's Aura- 2

Pretty bad considering all the enemy has to do is to stop targetting you. Decent in PvE, I guess.

Power Leech- 4

Once again, I guess it's decent in PvE, but in PvP it really doesn't have much applications.

None:

Expel Hexes- 9

I wuv Expel. Excellent in all aspects of Guild Wars.

Shatter Storm- 7

This skill is actually a good substitute for Gaze of Contempt and such in a spike build. It also rips through AoE Smiters like nothing else.

I watched a few HoH matches last night and saw a Mes running IW, LOL. She was so ineffective I almost fell out my chair laughing. It went something like this: Mes casts IW, casts Conjure phantasm, runs in, hits flurry, gets about 3-4 hits in, a few members (usually just 1 ele and 1 war) of the opposing team target the over extended Mes and she drops like a sack of potatoes. She would eventually get res'd and off she'd go- casting IW, hitting flurry, eating dirt...it really was funny.

FC:
Mantra of Recovery 8 - good with the right build and plenty of emanagement, which this skill happens to power as well.

Illusion:
Crippling Anguish 7 - not so hot in PvE, but good in arenas and hex pressure PvP. Absolutely hilarious in aspenwood.

Inspiration:
Energy Drain 9 - Energy management and denial all in one. If you can't find any other mes elite to use, this is your fallback.

None:
Echo 3 - if I want to use a skill twice, Glyph of Renewal please. Arcane Echo isn't much worse than this as long as you precast.

PROPHECIES:
Dom:
Panic 3 - not really useful except in very hex-heavy builds. Expensive.
Power Block 5 - long recharge, but great in the hands of a skilled PvP mesmer

Illusion:
Fevered Dreams 1 - only got it for 5000 XP.
Illusionary Weaponry 2 - niche.
Ineptitude 8 - great, but the recharge is kind of bleh.
Migraine 5 - most of the time you can do with Arcane Conundrum.

Inspiration:
Keystone Sig 1 - very niche.
Mantra of Recall 8 - haven't used this myself, but it's a very strong skill.

None:
Sig of Midnight 3 - junk outside of RA, really.

FACTIONS:
Dom:
Psychic Distraction 8 - the disable and 10 energy gets to me after a while. Good skill though.
Psychic Instability 3 - haven't seen much of a use for this

FC:
Arcane Languor 1 - even buffed, it's kind of lackluster
Stolen Speed 3 - summed up with "meh"

Illusion:
Recurring Insecurity 2 - not too good, only for SB/RI.
Shared Burden 5 - I will take Deep Freeze for the larger area and non-eliteness.

Inspiration:
Lyssa's Aura 1 - 5000 XP, that is all.
Power Leech 3 - I wish it stole energy on interrupt rather than being a hex.

None:
Expell Hexes 10 - excellent skill.
Shatter Storm 5 - niche, but powerful.

Panic - 6 expensive but nice in hex heavy builds, also is useful in Aspenwood, screws with the luxon hammer squads
Power Block - 7 i wish i could do this skill justice, anyone else hating the new skill progress bar?

Illusion:
Fevered Dreams - 0 you may aswell have someone using humility on you nonstop, this causes you a negative effect by taking up space in ur bar
Illusionary Weaponry - 4 gimmicky but fun, i used to play it on my ranger tho, far better there
Ineptitude - 8 pve staple, turns u into a monster muncher
Migraine - 7 i like it purely for the zOMG stress monks get when they see it

Inspiration:
Keystone Sig - 2 tho i did manage to bond 8 ppl with Avarre's suggested mesmer bonder, but a monk is still far superior
Mantra of Recall - 3 awful mesmer nrg management

None:
Sig of Midnight - 2 not impressive

FACTIONS:
Dom:
Psychic Distraction - 7 violently addictive, can screw with you as much as the target
Psychic Instability - 2 amusing, nothing more

FC:
Arcane Languor - 4 i tried for a chain diversion/languor shutdown, but it only gets cast through on occassion and isnt a threat, interesting with Equinox tho ^^
Stolen Speed - 5 nice skill makes the fast faster, far better prenerf tho

Illusion:
Recurring Insecurity - 2 tragic, SB/RI is destroyed by 1 hex removal anyway
Shared Burden - 2 needs a seriously bigger AoE

Inspiration:
Lyssa's Aura - 1 thought it would be fun, it isnt
Power Leech - nice with pve monsters with spirit shackles and mind wracks

None:
Expell Hexes - 10 monsterous skill, eats entire builds for breakfast
Shatter Storm - 5 off to try it now, looks like fun and give lots of ppl grief

I hate people who just raise Gaze of Contempt as a subsitute for Shatter Storm. It's not. Against AoE spammers, there is no skill more potent than Shatter Storm for destroying their enchantments. Gaze simple has too long of a recharge, and you're also swapping out a Mesmer for a Necro (who is far less useful utility-wise) than a Mesmer (and a Mesmer needs a Monk secondary to keep the hard res anyway). You COULD run two Mesmers, but honestly you'd be better off with Surge then. There are better Elites on a Mesmer, sure, like Expel, but Shatter Storm is not completely useless.

Fevered Dreams 3 - Most people don't know that if the target gets the same condition renewed on them, Fevered dreams doesn't spread it. Would still suck even if they changed this.
Illusionary Weaponry 6 - Amusing, but not something to be used in serious pvp.
Ineptitude 5 - Trash. The recharge time is horrendous.
Migraine 9

Calculated the new avg-es as per post 36. Moved the avg-es to 1st post, and moved my personal ratings to the post that previously contained the avg-es. Keep it coming, girls and boys!
